Gov. Chris Gregoire has proclaimed May Mental Health
Awareness Month
Mental Health America has developed two themes for 2012 to help foster greater understanding and support for people living with a mental health condition and the effects of trauma:
- Do More for 1 in 4 is a call to action to help the 1 in 4 American adults who live with a diagnosable, treatable mental health condition, and who can go on to live full and productive lives. Download the toolkit (4.6 MB).
- Healing Trauma's Invisible Wounds focuses on the impact of traumatic events on individuals and communities. It centers around asking the person-based question: "What happened to you?" Download the toolkit (4.8 MB).
For Children's Mental Health Awareness Day on May 9th, the theme is Caring for Every Child's Mental Health. This national tribute celebrates "Heroes of Hope", sharing the message that with the help of caring adults, children and youth can demonstrate resilience despite having experienced a traumatic event. ICSEW, in collaboration with the Department of Health, L&I, and the Health Care Authority, will present the 2012 Health and Wellness Fair on Monday, May 14, 2012, from 11 a.m. to 2 p.m. at the Labor and Industries Building in Tumwater. The event marks Women’s Check-up Day, a day celebrating women’s health during National Women’s Health Week.
The event, Head to Toe Health, will offer all state employees information, ideas, and resources to promote good health. Changes coming to automated earnings deductions
In 2012, you can expect some changes to certain automatic deductions from your earnings.
- Workers’ Compensation – The state will use a 160 hour per month method to calculate premiums for full time state employees. Premiums for anyone working less than 40 hours per week will be based on actual hours worked. For most employees, this change be less than $2.00 per month. (See Q&A)
- Health Benefits – The Public Employee Benefits Board (PEBB) projected that costs for employee health benefits would increase by 7.2 percent for 2012. To balance the state’s share with member costs, PEBB offered three new health care plans, and adjusted member cost-sharing. These changes were outlined in For Your Benefit, a publication that was distributed to employees in October 2011. You can compare 2011 and 2012 rates here: http://www.pebb.hca.wa.gov/rates.html.
- Social Security – In 2011, the Social Security deduction for employees was reduced from 6.2 percent to 4.2 percent. Unless it is extended by U.S. Congress, this reduction is scheduled to expire at the end of 2011. We will provide more information as soon as it becomes available.
W2 form changes – This year’s W-2 form will be divided into 4 quadrants, each contains identical information. This will provide the employee with additional copies that can be used for filing taxes in other states or with local governments, or for financial purposes.

PEBB open enrollment starts Nov. 1
The Public Employees Benefits Board (PEBB) Program – the source of our employee benefts – reminds you that open enrollment runs Nov. 1-30.
During open enrollment, you can:
- Change your medical and dental plans.
- Add or remove dependents from your PEBB coverage.
Waive PEBB medical coverage (if you have other comprehensive group medical coverage) or reinstate previously waived coverage.
- Enroll or reenroll in the Flexible Spending Account (FSA) or Dependent Care Assistance Program (DCAP).
This year, PEBB’s three health plans – UMP, Group Health and Kaiser Permanente – will all offer a new health plan option, the consumer-directed health plan (CDHP), which includes a health savings account (HSA). PEBB describes these new plans as a real opportunity for some employees. They include a higher deductible and out-of-pocket maximum, which are offset by lower premiums plus monthly contributions to your personal HSA from your employer. October is National Substance Abuse Prevention Month
President Obama has declared the Month of October as National Substance Abuse Prevention Month. Many organizations are providing resources to learn more about prevention and get involved. Highlights of the month include:

Help Someone You Care About During Recovery Month
September is National Recovery Month. The DSHS Division of Behavioral Health and Recovery (DBHR) is joining the Substance Abuse and Mental Health Services Administration in raising awareness and spreading the message that prevention works, treatment is effective, and people recover from substance use and mental health disorders.
Research shows that:
• One in four adults and one in five children experience a mental illness or mental health problem.
• 20 percent of older adults experience specific mental health disorders that are not a “normal” part of aging.
• 22.5 million people, age 12 or older, are affected by substance use disorders.
• Older adults with substance use disorders are often overlooked or misdiagnosed
The theme for Recovery Month, “Join the Voices for Recovery: Recovery Benefits Everyone!” emphasizes that everyone can access provisions within the Affordable Care Act and the Mental Health Parity and Addictions Equity Act (MHPAEA) to improve physical and emotional health, and receive needed care at more reasonable costs.

July is Adult Abuse Awareness Month
Some facts about vulnerable adult abuse:
- In 2010 Adult Protective Services (APS) received 15,058 reports of mistreatment of vulnerable adults.
- An estimated 1 to 2 million Americans age 65 or older have been mistreated by someone that they depend on for care or protection. (Elder Mistreatment: Abuse, Neglect and Exploitation in an Aging America. 2003. Washington, DC: National Research Council Panel to Review Risk and Prevalence of Elder Abuse and Neglect.)
- It is estimated that for every one case of elder abuse, neglect, exploitation, or self neglect reported to authorities, about five more go unreported. (National Elder Abuse Incidence Study. 1998. Washington, DC: National Center on Elder Abuse at American Public Human Services Association.)
It’s up to all of us to stop adult abuse. DSHS invites you to participate in its Adult Abuse Prevention campaign by wearing a purple ribbon through the month of July to show your support for ending the mistreatment of vulnerable adults.
Report suspected abuse, abandonment, neglect, self-neglect, or financial exploitation of a vulnerable adult to your local Adult Protective Services office or call the statewide hotline number at 1-866-EndHarm (1-866-363-4276).

All state agencies have converted to HRMS central security
On May 5, 2011, the Department of Social and Health Services converted to centralized security for HRMS. This conversion marked the culmination of an all agency conversion process that started in September 2010.
So how does this affect state employees? Employee Self Service (ESS), an online application for all state agency employees, is a feature of the Human Resource Management System (HRMS). Most state agency employees access their earnings statements online using the Employee Self Service. Under centralized security, state employees no longer contact their agency security staff to get a password reset, or to report issues when using ESS. They contact the DOP Service Center. Learn more.

Opportunity to increase your DCP deferral
Did you know the employee portion of the Social Security Tax is decreasing from 6.2 percent to 4.2 percent for all of 2011? This provides a great opportunity for you to increase your deferred compensation contribution by 2 percent. Even better, your take home pay may still increase since there is no tax withheld on your deferral amount.

Recovery Month: Learn how to help someone you care about
September is National Alcohol and Other Drug Addiction Recovery Month. The DSHS Division of Behavioral Health and Recovery (DBHR) is joining the Substance Abuse and Mental Health Services Administration in raising awareness that treatment works and recovery is real.
Just like treatment for many other health conditions, employees can seek treatment for drug use disorders with minimal impact on their jobs. If outpatient treatment is advised, people can continue working during treatment. The state's Employee Assistance Program can help employees find a suitable treatment and recovery support program and provide confidential problem identification, short-term counseling, and follow-up services. Savings bond deduction program ends after Dec.10 payday
If you have an active payroll deduction for savings bonds, you’ve probably received a letter from the U.S. Department of Treasury advising that they will soon stop offering paper savings bonds through payroll deduction.
Currently, many state employees purchase bonds over time by having small deductions made from each paycheck. Your employer collects the funds until the bond purchase price is accumulated, then issues a paper bond.
The savings bond deduction program will be terminated after the December 10th payday.
Any accumulated funds that have not been converted to savings bonds, will be refunded the pay period after bonds are end-dated. If you have questions about your savings bond deduction plan, contact your employer’s payroll office.
If you wish to continue an automated bond-purchasing program, visit Treasury Direct at www.teasurydirect.gov and learn how you can set up a bond plan on your own by requesting that Treasury Direct debit your personal bank account on a schedule you choose.

UPDATE: The Diversity Fair is moving online
Earlier this month, the Governor asked state employees to continue to find ways to save money and adapt to a tightening budget due to the Great Recession. The Diversity Fair Committee has answered her call by moving the annual event online.
On September 9, the 2010 Diversity Fair is changing from a 90-minute outdoor event to an ongoing, more inclusive venue online. The move will save costs while allowing employees from across the state to participate.
Highlights of the online event include:

A video message from DOP Director, Eva Santos, will highlight diversity, inclusion and employee engagement in the workplace.

Free Teen Driver Training Program
Seattle area teens ages 15-19 who are newly-licensed drivers can sign up for one of four free driver training sessions coming to Auburn August 18 &19. Permitted drivers are also accepted if they have at least 30 hours of supervised driving experience.
Teens will drive specially-equipped vehicles on road courses under the supervision of professional instructors to improve their skills in four key areas:
- Hazard recognition
- Vehicle handling
- Space management
- Speed management

July is Adult Abuse Awareness month
DID YOU KNOW?...
- In 2009 Adult Protective Services (APS) received 14,645 reports of mistreatment of vulnerable adults.
- An estimated 1 to 2 million Americans age 65 or older have been mistreated by someone that they depend on for care or protection. (Elder Mistreatment: Abuse, Neglect and Exploitation in an Aging America. 2003. Washington, DC: National Research Council Panel to Review Risk and Prevalence of Elder Abuse and Neglect.)
- It is estimated that for every one case of elder abuse, neglect, exploitation, or self neglect reported to authorities, about five more go unreported. (National Elder Abuse Incidence Study. 1998. Washington, DC: National Center on Elder Abuse at American Public Human Services Association.)
It’s up to all of us to stop adult abuse! Do your part in DSHS’ Adult Abuse Prevention campaign by wearing a purple ribbon through the month of July to show your support for ending the mistreatment of vulnerable adults.

On July 1, 2010, Washington State’s job site (www.careers.wa.gov) will have a new look and feature a new online recruiting system. The new system will cost less to maintain, provide a full line of recruiting services, and will be the job search and application center for all state agencies.

Employee Self Service screens have changed.
If you are one of thousands of state employees who have their pay checks deposited directly into their bank accounts and get their earning statements online, you may notice some changes when you visit your account at Employee Self Service (ESS) this month. Though the basic functions remain unchanged – you can still view your earning statements and update your mailing address, emergency contact information, and email address – the look and feel of the site has changed. Established by Executive Order 06-01, the ICSEW acts as an advisory body to the Governor. ICSEW’s vision is to enrich lives through advocacy, outreach, and commitment. Employee Self Service (ESS) will get a new look in May 2010. The look and feel of ESS will change, but functions will be the same. State employees can use ESS to update their email addresses, emergency contact, and view their earning statements. Tips and help for using the new screens will be available when updates take place.
ESS is part of the central payroll system that the state has been using since 2006. The ESS user screens are being reconfigured to the payroll system's standard screens. This change will improve the user interface, increase efficiency, simplify future upgrades, and prepare ESS for future enhancements.

Receive vehicle license tab reminders via email.
The Department of Licensing (DOL) is very excited about our new ability to offer vehicle owners the opportunity to save themselves time, save money and the environment by signing up for vehicle renewal notices via email. All you need to provide is your license plate number and the last name the car is registered under. You can sign up for email renewal notices through the agency’s website at www.dol.wa.gov, when renewing tabs online, or at a neighborhood vehicle licensing office.
As with paper renewal notices, vehicle owners signing up for the new service will receive an email renewal notice about a month before your tabs expire.
It is considered de minimus use to sign up using your work computer and have your email sent to your private/personal email address.

Do you qualify for the Earned Income Tax Credit?
The Earned Income Tax Credit (EITC) is a refundable federal tax credit that helps working people achieve economic stability and security. Many state employees may qualify for the EITC.
You qualify for the EITC based on your income. If you have qualifying children, the tax credit increases. In 2009, The American Recovery and Reinvestment Act provides a temporary increase in EITC for taxpayers with three or more qualifying children. The maximum EITC for this new category is $5,657. See list of threshold amounts and maximum tax credits.

The EITC Outreach Initiative is led by the Department of Commerce, to increase collection of the EITC by eligible individuals.

There is Still Time…
…to help yourself achieve your retirement goals and pay less to Uncle Sam at the same time. Remember to pay yourself first - Join the Deferred Compensation Program (DCP) and or increase your current deferral amount. If you are not currently in DCP – checkout the DCP Overview and then consider joining. You can start with just $15.00 per paycheck and pay less in federal income taxes.
For PERS Plan 2 members, your take home pay will change on July 25th. Now is the time to increase your contributions to DCP – use the new rate (3.89%) and the current rate (5.45%) to determine how much less will be deducted for PERS. Then add this amount to your current DCP deferral. Choosing to increase your contributions to DCP by June 30th will be effective with your July 25th paycheck.

Do you know a homeowner on a limited income struggling to make ends meet? The Department of Revenue’s Property Tax Deferral Program for Homeowners with Limited Income pays 50 percent of property taxes and/or special assessments (second half installment due on October 31) on behalf of the owner. The taxes are postponed and must be paid when the homeowner no longer owns and uses the property as their primary home.
The requirements to participate are:
• Annual household income of $57,000 or less (from previous year)
• Home used as primary residence
• Home owned for five years
• Sufficient equity in home

Thousands of Washington residents will lose their health care coverage this year. The state’s budget problems resulted in drastic cuts to Basic Health, an innovative state program that provides subsidized health care to 100,000 low income people. But public employees can help. Legislation involving the Basic Health cuts establishes a program to “Save the Safety Net.” The program is still in the planning stages, but you will be able to offer one-time or ongoing support to help Washington families maintain their health care coverage with Basic Health.
