Understanding Budget Planning & the Budget Process (3 Days)

This course provides you with an introduction to public sector budgeting concepts with special emphasis on those elements integral to the state's budget cycle. During this workshop you will become familiar with your role and responsibilities in state budget development and execution, the importance of budgeting philosophies; the impacts on agency employees' and managers' end product, the limitations of state law, including Initiative 601 and the costing and pricing of governmental services and products.
    The primary objective of this course is to provide you with a familiarity of the state budgetary process and increase your comfort level with complex fiscal concepts. These objectives will be achieved through participant interaction and case studies, instructor-led discussions, and guest speakers who provide an overview of the state budgeting system.

      NOTE: This course requires some reading prior to the start of class.

        Performance Objectives: Upon completion of this course you should be able to:

        • Demonstrate an understanding of the state’s budgetary process.
        • Explain the various factors that affect the budget.
        • Use a variety of tools to be successful in their budgetary roles.
        • Articulate the importance of their individual roles within state government.
