Managing The Budgeting Process

The primary objective of this course is to provide you with a familiarity of the state budgetary process and increase your comfort level with complex fiscal concepts. These objectives will be achieved through: participant interaction and case studies; instructor-led discussions; and an impressive line-up of guest speakers who provide an overview of the state budgeting system.
    Emphasis is on the elements of the state’s budget cycle, roles and responsibilities in state budget development and execution, the importance of budgeting philosophies, the impacts on agency leaders and managers’ end products, the limitations of state law, the costing and pricing of government products and services and effectively communicating with elected officials and the public. The learning objectives will be achieved through Instructor-led delivery and discussion, participant interaction, case studies, and presentation by guest experts. Attendees will also practice budget delivery briefings.
      Note: This course is similar to DOP’s 3-day Understanding Budget Planning and the Budget Process. The afternoon of Day 2 will be training that is specific to the Department of Transportation Motor Vehicle Fund. This portion is not required and other agency participants may be excused from this portion of the training.

       

        Performance Objectives: Upon completion of this course, you should be able to:

        • Describe primary aspects of the state budget process, including the mechanics and politics that affect the process.
        • Explain factors that influence the budget, including gas tax, Eighteenth Amendment, the state economy, and the forecasting process.
        • Explain roles of key players in the budget process.
        • Discuss DOT policies and objectives that are reflected by the budget process.
        • Make effective budget presentations.
        • Use a variety of tools to be successful in their budgetary roles.
        • Articulate the importance of their individual roles within state government.

          Intended Audience: Any public sector manager, budget analyst, or budget managers, and supervisors, managers, and participants in the DOT Senior Leader Succession & Development Program.
