10/7/09 Brief reminder that the HR Management Report is due October 15
On 10/5/09, Cherie Willhide, DOP Planning & Performance Division Manager, sent the following message to the HR Managers listserv:
This is a reminder that the next HR Management Report is due October 15 for agencies with more than 100 employees. The October report is the “full” report, showing data from the fiscal year July 1, 2008 to June 30, 2009. This will be the first HR Management Report since last October due to the suspension last spring of the April “interim” report. Please see our website for further information about the HR Management Report.
Sick leave data for the report was provided to agency representatives at the HRMS Report workshops and data labs. If you have not received your sick leave data, please contact the DOP Planning and Performance office at hrmperformanceandaccountability@dop.wa.gov

Note: This message is for those agencies responsible for submitting an HR Management Report to DOP (agencies with more than 100 employees).
Hi All –
This is a reminder that the next HR Management Report is due October 15th. The October report is the “full” report, showing data from the fiscal year July 1, 2008 to June 30, 2009. This will be the first HR Management Report since last October due to the suspension last spring of the April “interim” report.
We have done a little streamlining of the report template in response to suggestions from some of you. For example: a couple of the measures are removed (including the safety slide since few could interpret its meaning); sick leave measure is simplified; moved employee survey data to Ultimate Outcomes section; added summary dashboard to the front. Be sure to review the revised template before updating your report.
To assist you and your staff in developing your agency’s HR Management Report, DOP is offering a variety of resources:
Workshops and lab sessions beginning in mid-August.
HR Management Data from HRMS/BI Workshop – Designed for first time HRM Report preparers. Class will focus on how to run data reports from the HRMS Portal and add data to the HRM Report template.
HR Management Report Data Lab – For experienced HRM Report preparers, and continuation of training for first timers. Class will include information on what’s new for this HR Management Report, a brief overview of running reports from the HRMS Portal, and a review of the other data sources used to complete the HRM Report. The majority of the time will be an open data lab for users to put their HRM Reports together with immediate assistance available.

Sick Leave data
As for past HRM Reports, we will provide you with an Excel file that reports your agency’s sick leave data. This file will be available in the HR Management Report Data Lab classes, or you can contact us to receive it by e-mail.
The HR Management Report is a great way to tell your agency’s workforce management story through data display, and the analysis and action plan narrative. After DOP receives your report, the information will be organized into the Statewide HRM Roll-up Report and presented to the Governor, Cabinet, and GMAP. The Roll-up Report and each agency’s HRM Report will be posted on DOP’s website in November.

1/16/09 HR Management "Interim" Reports will not be required this April 2009
On January 15, 2009, Eva Santos sent a memo to agency directors regarding the April Human Resource Management Report. According to the memo, GMAP Director Larisa Benson requested that agency directors streamline GMAP reporting requirements during the legislative session. "In keeping with the spirit of that message, and in light of the current demands on agencies during this legislative session, agencies will not be required to submit their HR Management 'Interim' Reports to DOP this April, as was previously scheduled."

12/9/08 Agency HRM Reports are now on the web. Statewide HRM Reports presented at GMAP Forum
The following message was sent to Cabinet and agency HR Managers on 12/8/08:
Below is a link to the posting of the most recent Human Resource Management Report statewide roll-up. This report reflects the data and results from the 36 agencies that submitted their individual HR Management Reports in mid-October. Much of the analysis in the statewide report is derived directly from agencies’ individual reports. Unless otherwise noted, the data in the statewide report covers the Fiscal Year 2008 time period.

Agency Reports
A dashboard summary of the data is shown on page 4. The full report, including the summary, was submitted earlier this month for the Governor’s GMAP forum on Government Efficiency on November 19th.
In general, the quality of agencies’ HR Management Reports continues to improve as people become more familiar with the data and learn to drill down and analyze it. Some characteristics of the best reports include:
- Complete and accurate data, time periods, good all-around craftsmanship
- Link of HRM report analysis and action plans with agency strategic plan
- Use of additional drill down on charts/graphs to enhance analysis; customization to meet agency analysis needs
- Action plans that are relevant to the analysis and that specify what, by whom, by when
- Follow up on action plans from previous reports
- In general, it is evident that the agency executive is involved, has reviewed the report, and uses it to improve workforce management within the agency
Agencies’ next HR Management Reports are due to DOP on April 15th. This is a one-page interim report for the July – December 2008 time period. Prior to that time we will again offer workshops for agency staff on retrieving and analyzing data for the report. In addition, we would be happy to meet individually with your staff to provide feedback if you would like.
