The service is available to all state employees and their families, as well as to those at most state colleges, universities, and other governmental programs.

The Washington State Department of Personnel is required by law (RCW 41.06.160) to conduct a comprehensive salary and fringe benefit survey. In preparing classification and salary schedules, full consideration is given to the prevailing rates of other public and private employment which includes 215 in-state employers and 11 out-of-state (State employers).
