The Assessment and Selection Services Team is a small group of specialists that offer a variety of consultative and developmental services in order to assist agencies in hiring the right person for the right job. There is a tremendous amount of research in government, business, industry and education that demonstrates the value of using sound selection procedures when selecting or promoting employees. Ensuring for the use of sound assessment and selection practices has become even more important with Civil Service Reform of 2005 and the reliance of government upon the use of computers and high tech tools.
Assessment and Selection Consultants are typically human resources specialists with in-depth knowledge, expertise and/or education in the technical areas associated with human resources management. HRCs in these technical areas may assist agencies in job, statistical and organizational analysis, test and item development, interview and scale development, or in other areas that demand related expertise.

Job Analysis
One of the basic stepping stones to sound personnel management and the quality selection of employees is the job analysis. Not only is the need for job analysis addressed in federal and state requirements, but they also make intuitive sense. Having information on jobs and required knowledge, skills, abilities and other competencies is critical for recruitment, classification, selection and promotion and ADA reasonable accommodations decisions, but also in making compensation decisions and leadership and organizational development. How may an agency determine what is important for recruiting, making job selection, if a job analysis has not been performed?
There are different types of job analysis. Some of these include job content analysis, worker trait analysis, critical incidence analysis, criterion referenced analysis, and others. Your Assessment and Selection Consultant can help you make the correct decision.
Test Development
There are many methods used in assessing and selecting employees and making promotional and succession plans. These are directed by federal and state statute, guidelines, legal precedent and professional standards. The Assessment and Selection Services Team can help your agency to development quality tools and/or review and analyze alternative methods of assessment.
These may include the use of full Assessment Centers where many competencies may be evaluated by multiple-raters, or more simple and straightforward behaviorally anchored evaluations using only one or two raters. They may also include the development and use of written tests, oral and performance examinations, supplemental questionnaires and training and experience evaluations.
The Assessment and Selection Team may also help review agency needs and determine the efficacy of psychological and personality evaluations, the use of biodata and reference checking, or the implementation of physical agility testing. If the Assessment Team is not able to assist your agency, the team member will almost assuredly be able to make a reference on where the appropriate resources can be found.
Training and Consultation in Other Areas
The Assessment and Selection Services Team can assist an agency in the development and analysis of special surveys, leadership and training courses and rating scale development, job analysis and test development training, statistical analysis of special projects, review of proprietary tests and assessment tools, item development and analysis, development of comprehensive and integration of assessment, selection and succession plans, and other related projects.
Examples of Projects
Some projects that the group has developed for agencies include:
- Review, analysis and recommendations for improved agency procedures, including physical agility testing, written and psychological tests, and interviews.
- Review and development of assessment questionnaires and entry into E-Recruiting System.
- Survey development and organizational analysis of agency communication patterns and selection of a new director.
- Data entry and statistical analysis of agency wide compensation patterns when compared to other state agencies.
- Job analysis training and practica for identifying job KASOs, task and duties, and competencies.
- Review and analysis of proposed assessment and selection services by outside consultants and recommendation for costs, deliverables, and services.
- Review of community college recruitment, assessment practices, record retention, and development of recommendations to make improvement.
