What is Exempt Management Service?
Exempt Management Service is the term used to identify positions exempt from state civil service law. These positions do not have the same rights as classified positions. A position can be designated exempt either by statute or the by the Director of Personnel at the request of the Governor or other elected official.
How is it different from general civil service?
- Typically, only executive or senior level management positions are exempt.
- Exempt Management Service employees serve at the pleasure of the Appointing Authority and unless the incumbent has previously served in a classified position, has no return rights.
