Washington Management Service Compensation 
The compensation system for Washington Management Service positions directly relates the salary to the work responsibilities, management skill requirements and reporting accountability.

 

How are Washington Management Service position salaries determined?
All positions are “broadbanded” or grouped into broad salary range categories known as Washington Management Service Management Bands. Management bands are a series of management levels composed of a salary minimum and maximum dollar level.

 

Placement in a band reflects the:
  • Nature of management
  • Decision-making environment and policy impact
  • Scope of management accountability
  • Control assigned to the position

 

Within the salary limits of the band, agencies will use a variety of tools such as the job value assessment chart and the market segment allocation to determine the specific salary range for the employee and/or position.

 

Agencies have flexibility to:
  • adjust salaries to reflect changes in the position’s responsibilities, 
  • meet documented recruitment and/or retention problems, 
  • resolve documented internal salary relationship problems, and 
  • recognize an employee’s demonstrated growth and development.

 

Each agency assigns positions to bands following the approved agency compensation policy and procedures.

Are there annual salary increases?
 No, WMS employees do not receive annual wage increases.  If approved in the budget, WMS employees may receive the general wage increase.  Agencies may grant progression increases for individual employees based on the criteria outlined in the agency compensation policy.

 
Are there other types of compensation?

All state employees receive a comprehensive total compensation package.

 

If an agency has received performance management confirmation, they have the option of providing performance compensation, in the form of lump sum pay, for exceptional work performance and achievement.
