What is the purpose of the committee?
The seven-member State Committee on Agency Officials’ Salaries (SCOAS) determines the grade level, called a plateau, and maximum salary that may be paid the positions under its authority. The committee meets annually to set the maximum salaries in each pay range for Governor appointed Executives and other agency officials. This committee is established under
RCW 43.03.028.
What is the process?
The Committee is typically convened near the end of each fiscal year to consider changes to salary maximums and/or individual position salaries. Such requests are reviewed first by the Governor’s office and forwarded to Department of Personnel (DOP) for further review and action.
DOP staffs the Committee’s salary administration process. This includes:
- Preparing and distributing the committee’s meeting notice and agenda,
- Presenting and documenting the key points of all recommendations, and
- Communicating its decisions.
