HR Governance

In support of the goals put forward in our strategic plan, the Department of Personnel will focus on delivering results in the following four priority areas during this fiscal year (July 2009 - June 2010):

1. Shared Services: Our staff is working with our state agency customers to better integrate human resource systems, share resources across agencies, and reduce overall costs of state HR services. DOP is leading the effort to develop one core recruiting and hiring process for state government, creating a virtual service center model for statewide recruitment. The goal is to establish one point of entry for citizens and employees to find and apply for jobs online.

 

2. Management Reform: DOP is evaluating the state's current management structures and the rules governing management to develop reform options that would improve accountability and credibility (especially in the area of agency pay practices), while preserving program flexibility. As part of the reform efforts, greater emphasis will be placed on ensuring managers are trained in core management competencies.

 

3. Human Resource Management System Sustainability: The state now has a payroll/personnel application that is running smoothly. It’s time to focus on improving the integrity of the state’s workforce data by clarifying data fields in the system, putting clearer processes in place for inputting data, streamlining the process whereby agencies request changes to the system, and instituting release management processes that incorporate training for the users impacted by new releases.

 

4. Performance Culture: Building a performance culture within DOP will always be one of our priorities. We must take care of our employees, so they can take care of our customers. Last year, we reached our goal of 100 percent completion of Performance and Development Plans (PDP). This year we are focused on improving PDP measures and expectations, and continuing our work towards readiness for Performance Management Confirmation.
