Meet Our Management Team 
The Department of Personnel has a strong leadership team that is deeply committed to the mission and values of the organization.


Director
Since 2005, Eva Santos has been the Department of Personnel Director. Before Governor Gregoire appointed her to this position, she led the state’s Labor Relations Office, where she negotiated the first collectively bargained contracts with employee unions to include wages and benefits. Eva began her 20-year career in public service at the Department of Labor and Industries, where she ultimately served as Deputy Director after leaving her Human Resource Manager position in the private sector. 



Executive Assistant to the Director
Leslie McGuire came to DOP in 2005 after serving as Executive Assistant to the newly formed Labor Relations Office. Leslie has served in progressively responsible administrative positions with the House of Representatives Democratic Caucus Staff and as Office Manager to the Governor’s Executive Policy Office under the Gardner, Lowry and Locke administrations.



Deputy Director
Mike Sellars spent 14 years in the state's Attorney General’s Office before becoming the Department of Personnel's Deputy Director. From 2001 to 2005, he was Chief of the Labor and Personnel Division, where he supervised the division that advises and represents state agencies and higher education institutions on labor and personnel issues. Mike graduated from Boise State University in 1987, and received his law degree from the University of Puget Sound in 1991.



Chief Financial Officer 
Heidi Jones joined the Department of Personnel as the Financial Services Manager in September of 2007.  She is a CPA who began her career with the state 10 years ago as an Auditor with the state Auditor's Office.  Prior to working for the Department of Personnel Heidi worked for 6 years as the Financial Manager and as the Process Analyst and Rules Manager with the Higher Education Coordinating Board's Guaranteed Education Tuition Program (GET).



Human Resource Director
Katie Gerard joined the Department of Personnel in December 2000 as a diversity recruitment specialist. She then worked on the statewide civil service reform effort and the Human Resource Management System project before becoming the agency's HR director in 2004. Before joining the agency, Katie worked at the Washington State Parks and Recreation Commission as an HR Generalist.



Communications & Outreach Director
Meagan Macvie joined the Department of Personnel in July 2005, after serving for six years in the Communications Office at the Office of Financial Management. She received the Governor's Leadership in Management Award in 2008 and served as a 2007-09 board member and professional development chair on the Governor's Interagency Committee of State Employed Women. Meagan has a bachelor’s degree in English from the University of Idaho.



Planning and Performance Assistant Director 
Julia Graham has been with the Department of Personnel for over 30 years, as a senior manager overseeing
a wide variety of HR programs and special initiatives. Her career spans recruitment, classification, career executive development, budget and legislation, communications, strategic planning, and HR research and performance management. She has been recognized for several HR innovations and is a recipient of the Governor’s Leadership in Management Award. Julia holds a Bachelor’s and Master of Science degree in experimental psychology.



Organizational and Employee Development Services Assistant Director
Scott Turner has served as the Assistant Director of the Administrative Services Division since 1999, and was the Assistant Director of the agency's Training Division before that appointment. Scott began his public sector career 17 years ago as the department's administrator of the Career Executive Program. Before joining state government he worked in Oregon in private health care administration for 11 years. Scott holds a bachelors degree in Spanish and a masters degree in Public Administration, both from Brigham Young University.



Legal Affairs Division Assistant Director
Sandi Stewart has worked for the Department of Personnel since 1993. For ten years, she worked as a Human Resource Consultant for higher education. She has also served as the department's Rules Manager, Recruitment Manager and a Client Services Manager. She has a track record of collaborating and creating partnerships with people to get results. Sandi became the Assistant Director of the Legal Affairs Division in September 2007.



Information Services Division Assistant Director
Steve Young has served as the CIO and Assistant Director for ISD since September 2005.  He held previous state government positions as Director for Administrative Services at DSHS, Assistant Director for Administrative Services at L&I, and as a Special Agent with the Washington State Gambling Commission.  Prior to state service, Steve worked in a number of industries locally in the private sector in engineering, project management, and production management.  Additionally, Steve continues to serve our country as a Captain in the U.S. Navy Reserve.



Personnel Services Assistant Director
Virginia “Ginny” Dale joined state government in 1991 and advanced through the Human Resource Consultant series serving as generalist with the Department of Transportation and Recruitment Specialist with the Department of Revenue and Department of Personnel. After serving as the agency's Human Resource Manager, she took on her current role as the Assistant Director of the Personnel Services Division. Ginny is certified through the Society for Human Resource Management as a Senior Professional in Human Resources (SPHR) and received the Governor's Leadership in Management Award in 2007.
